Born on February 26, 1936, in Heidelberg, he joined the Junge Union and the Christian Democratic Union in 1956. Weber later served as district chairman of the Heidelberg JU from 1959 to 1965, chaired the Nordbaden JU from 1965 to 1970, and became deputy chairman of the Baden-Württemberg JU in 1966.
He was a member of the German Bundestag from 1969 to 1980, entering through the CDU state list in 1969 and 1972 before winning the direct mandate in Heidelberg in 1976. In parliament, he served on the Committee on Transport and Postal and Telecommunications Affairs until May 1979.
