Born in Stirling on April 14, 1954, she began her public career in local government, serving as a district councillor for Cumbernauld and Kilsyth from 1984 to 1994 and as district leader from 1994 to 1996. She later sat as a North Lanarkshire councillor from 1996 to 1999 before being elected to Holyrood at the 1999 election.
