Born on April 16, 1954, in Deothi, in the Rampur Bushahr area of Shimla district, he was the son of Pyare Lal. He completed postgraduate study in political science, earning an M.A.
from Himachal Pradesh University in Shimla. Before entering electoral politics, Lal served in the Indo-Tibetan Border Police. After training at the I.T.B.P. Academy, he was inducted into its Commando Contingent. In 2007, he took voluntary retirement from central government service and joined the Indian National Congress. He went on to represent the Rampur constituency in the Himachal Pradesh Legislative Assembly, serving as its MLA from 2007. His career thus included service in a central government force followed by party and legislative work in Himachal Pradesh. He was married to Smt. Satya, and they had one son.
