Collyer, an American jurist who served as a judge of the U.S. District Court for the District of Columbia, died on June 7, 2026, at age 80.
Born Rosemary Elizabeth Mayers in Port Chester, N.Y., on Nov. 19, 1945, she earned a bachelor’s degree from Trinity College, later Trinity Washington University, in 1968 and a law degree from the University of Denver College of Law in 1977. Collyer practiced law in Colorado before moving into federal service, including chairsmanship of the Federal Mine Safety and Health Review Commission and a later term as general counsel of the National Labor Relations Board. She returned to private practice in Washington before joining the federal bench in 2002. She also served on the Foreign Intelligence Surveillance Court from 2013 to 2020 and on the Alien Terrorist Removal Court from 2016 to 2020.
