He served as a member of the Central Committee of the Workers’ Party of Korea and sat in the Supreme People’s Assembly, North Korea‘s unicameral parliament. In 2014, he was promoted to colonel-general by order of Kim Jong Un.
He was elected to the 10th and 11th convocations of the Supreme People’s Assembly in 1998 and 2003, and later joined the 7th Central Committee of the Workers’ Party of Korea after the party congress in 2016. In April 2019, he was elected to the 14th convocation of the assembly and also appeared on several state funeral committees, including those for Kim Jong Il, Kim Chol-man, Jon Pyong-ho, Kim Yang-gon, Ri Ul-sol and Kim Yong-chun.
