Born Tomás Enrique Solís Nova in Coelemu on September 28, 1934, he studied at local rural schools before attending the Juan Madrid Normal School of Chillán, where he graduated as a normalist teacher. Solís became active early in the Communist Youth of Chile and later worked as a teacher and union activist.
A member of the Communist Party of Chile, he represented the 10th Departamental Group during the XLVI Legislative Period.
