He was a native of Huoxian village in Hebei’s Tongxian county, now part of Huoxian Town in Beijing’s Tongzhou District. Born on May 1, 1937, he joined the Chinese Communist Party in December 1955 after training at the People’s Liberation Army’s First Tank School, now the Army Branch University.
Shi served in a series of armored and mechanized posts, including commander of the 3rd Regiment, commander of the tank regiment of the 64th Army, chief of staff of the 190th mechanized infantry division of the 64th Army, and deputy commander and later commander of the 4th Tank Division of the 16th Army. He also served as deputy commander of the Shenyang Military Region and took part in the 1969 Zhenbao Island conflict.
