Born in June 1934 in Yixing, Jiangsu, he also worked as an engineer and held senior posts in China’s political system, including service as a representative to the 13th and 14th National Congresses of the Chinese Communist Party. He was a delegate to the 7th and 8th National People’s Congresses and later served on the 9th National Committee of the Chinese People’s Political Consultative Conference, along with the Standing Committee of the 10th CPPCC.
