Born in Plaistow, Essex, on February 14, 1942, she sang and played English concertina, guitar, Appalachian dulcimer and autoharp. From 1963 to 1972, Kerr was a member of The Critics Group.

She later wrote music for the television series Bagpuss with John Faulkner, and voiced Madeleine, the rag doll in the programme. Kerr also sang with her daughter, Nancy Kerr, and performed in the groups Sisters Unlimited and Voice Union. Her work extended into teaching and leading workshops, and she directed the folk choirs Wercasfolk and VoiceMale. For 17 years, until 2017, she was on the staff of Newcastle University’s music department. Across these roles, Kerr combined performance with composition and music education, working in folk music as a singer, instrumentalist, choir director and teacher.
