Born in Yame on May 8, 1944, he graduated from Waseda University and went on to a career in local politics in Fukuoka Prefecture. He served in the Fukuoka Prefectural Assembly for 17 years before later becoming mayor of Yame, holding that office for four terms.
He was also a recipient of the Order of the Rising Sun, Gold and Silver Star.
