Born in Coín, Málaga, on November 24, 1953, he studied through the third year of economics before going on to work as a civil servant with the Málaga provincial council. He began his political career as a PSOE councillor in the Coín town hall in 1987 while also serving as a provincial deputy responsible for social services until 1991.
He later represented Málaga in the Congress of Deputies from 1991 to 1993, after which he served as mayor of Coín from 1993 to 1995. From 1995 to 1999, he was spokesman for the Socialist Group in the Málaga provincial corporation.
