Born Ingar Tore Johannessen in 1927, he was born in Oslo and grew up in Notodden. He trained at the Air Force flying school in 1947 as a navigator and later as a fighter pilot in the United States, and he attended the first class of the Air Force Academy from 1949 to 1951 and the Armed Forces Staff College from 1959 to 1960.
In 1960, he became what was likely the first Norwegian to fly faster than the speed of sound twice. After service as a pilot with several squadrons, he went on to senior leadership in the air force, and from 1987 to 1997 he served as rector of the State School of Commercial Aviation at Torp.
