Born on October 2, 1954, in Denison, Texas, while his father was in the Air Force, Williams grew up largely in Valdosta, Georgia.

He earned a bachelor’s degree in mechanical engineering from Stevens Institute of Technology in 1976, then completed a master’s degree and doctorate in fluid dynamics at Princeton University in 1979 and 1982, respectively.
