Born in Mondovì on September 8, 1936, he graduated from the University of Turin and went on to a long career in national and European politics. Costa sat in the Chamber of Deputies from 1976 to 2003, first for the Italian Liberal Party and later Forza Italia, and held cabinet posts including minister for the coordination of community policies and regional affairs, minister of transport and navigation, and minister of health in the early 1990s.
He also served as a member of the European Parliament from 1999 until 2004 and later as president of the province of Cuneo from 2004 to 2009. His son, Enrico Costa, also became a politician.
