Born in Naples on September 3, 1939, he graduated in Medicine and Surgery and entered Christian Democracy, serving first on Naples’ city council and then in the Chamber of Deputies from 1976 to 1994. He was minister of public function from 1988 to 1989 and minister of budget from 1989 to 1992.
He was elected to the European Parliament from 2004 to 2006 and to the Chamber of Deputies again in the 2006 Italian general election, representing the Christian Democracy for Autonomies.
