Born Kenneth Dale Legan on Aug. 3, 1946, in Halfway, Missouri, he was the son of A.J.
Legan, who also served in the Missouri legislature, and June Jones. He graduated from Halfway High School in 1964, earned a bachelor’s degree in animal science from the University of Missouri, and served in the U.S. Army from 1969 to 1971 before working as a farmer. A Republican, he spent more than two decades in the Missouri House.
