Born in Beverly, Massachusetts, on July 3, 1943, Monahan represented the Massachusetts House from 1979 to 1983 after winning election in 1978 and winning reelection two years later. He also served as mayor of Beverly, began his public career on the Beverly Board of Aldermen, and worked as an administrator for the state Public Welfare Department. Monahan graduated from Beverly High School and Merrimack College before entering politics.
