Born in January 1945, he was a politician of the People’s Republic of China and served in senior roles within the Chinese Communist Party and the State Council’s Development Research Center. His career included work at the Institute of Semiconductors at the Chinese Academy of Sciences after graduating from the Beijing Institute of Aeronautics in 1968, following an earlier assignment to a farm in the Shenyang Military Region.
Zhang was also a member of the 16th and 17th Central Committees of the Chinese Communist Party, and served as a standing committee member of the 9th National People’s Congress and a member of its law committee.
