Born on August 10, 1947, Pasculli was reared in Hoboken. He was serving as president of the Hoboken City Council when Mayor Thomas Vezzetti died in 1988, and the city council elected Pasculli to serve as acting mayor. He resigned his council seat and was elected to a full term in 1989, serving as mayor from 1988 to 1993.
