Born in Perth on July 18, 1934, he attended John Forrest High School and worked as a clerk before entering state politics. He was a Liberal Party member of the Legislative Assembly of Western Australia from 1968 to 1980, representing Kimberley, and later served as a minister in the government of Sir Charles Court.
At the 1968 state election, he defeated sitting Labor member John Rhatigan and became the first non-Labor member for Kimberley in 44 years.
