Born in Gortnahoe on November 27, 1940, he played at club level with Gortnahoe–Glengoole and Ballingarry, and later served as a selector with the Tipperary senior hurling team. Duggan was also part of the Tipperary minor side that won the All-Ireland title in 1959, having progressed through the juvenile and underage ranks with Gortnahoe–Glengoole.
In retirement, he remained involved in the game through team management and coaching.
