A native of Bizerte, he was an independent and built a career in public service and engineering. He graduated from the National Engineering School of Tunis and the Institut de défense nationale, spent many years with the Ministry of Equipment, and played a leading role in planning for the 2001 Mediterranean Games.
Arfaoui later served as chief executive of the Agence de réhabilitation et de rénovation urbaine in 2008 before becoming minister of equipment, housing and spatial planning.
