Born in Criciúma, Santa Catarina, on August 13, 1938, he trained as a lawyer at the Federal University of Santa Catarina and later practiced law in his hometown. Dias was affiliated with the Democratic Labour Party (PDT), which he helped to establish, and he served as Brazil’s Minister of Labour and Employment from 2013 to 2015.

He first entered public life in the 1960s as a student-union leader and was elected a city councilor in Içara in 1962 as a member of the Brazilian Labour Party before his mandate was revoked after the 1964 coup.
