Born in Coín, Málaga, on November 24, 1953, he served as a member of the Congress of Deputies representing Málaga from 1991 to 1993 for the Spanish Socialist Workers’ Party in Andalusia. He was elected to the municipal council of Coín in 1987 and later served as mayor from 1993 to 1995.
Lomeña also held posts in provincial government, including as spokesperson for the Socialist Group in the Málaga Provincial Deputation from 1995 to 1999 and as Provincial Delegate of Employment for the Junta de Andalucía in Málaga from 2004 to 2010.
