Born in Oaxaca de Juárez on September 18, 1944, he was affiliated with the Citizens’ Movement after earlier ties to the Institutional Revolutionary Party. Martínez Álvarez served as interim governor of Oaxaca from 1985 to 1986 and had previously been municipal president of Oaxaca, Oaxaca, from 1978 to 1980.
He also represented Oaxaca in the Chamber of Deputies on two occasions, first in the 53rd Congress from 1985 to 1988 and later in the 59th Congress from 2003 to 2006.
