He was 78. A former cabinet member of the Central Tibetan Administration, he was the organization’s longest-serving representative of the Dalai Lama, serving in Nepal and later in Eastern Europe, Australasia and East Asia over a 21-year span.
Born in 1948 in gNam-ru in northern Tibet, he came from a traditional nomadic family and became a refugee in Nepal in 1959 after his family fled following the Chinese invasion of Tibet. He went on to hold several posts in the Central Tibetan Administration before being appointed to diplomatic work abroad.
