Born Boris Mikhailovich Volodin on August 21, 1931, in Svetlograd, Russian SFSR, Soviet Union, he was a member of the Communist Party of the Soviet Union and served as first secretary of the Rostov Regional Committee of the CPSU from 1986 to 1990.
