Known also as Austin Chisangu Liato, he served in the National Assembly for Kaoma Central from 2002 to 2011 and held the post of Minister of Labour and Social Security from 2008 to 2011. Before entering politics, he worked as an accountant and was active in trade unions, including leadership roles with the Zambia Electricity and Allied Workers Union and the Zambia Congress of Trade Unions.
He was elected to parliament in 2001 as the United Party for National Development candidate and retained the seat in the 2006 general election.
