Born Roger David Penn in Lytham, Lancashire, he studied at Jesus College, Cambridge, graduating in 1972, and went on to earn an MA in sociology at Brown University in 1973. His academic career included lecturing in sociology at Lancaster University from 1977 and later serving as a professor at Queen’s University Belfast from 2012 to 2017.

Penn also wrote on class, labour and technology, with books including Skilled Workers in the Class Structure, Trade Unionism in Recession, and Class, Power and Technology: Skilled Workers in Britain and America.
