Born in Rimini on July 17, 1943, he studied economics at the Catholic University of the Sacred Heart in Milan, earning his degree in 1967. Mantica entered the Senate in 1987 and later returned to Parliament, where he represented the Lombardy 14 constituency in 1996 and 2001.
He also served as Undersecretary for Foreign Affairs in the Berlusconi IV Cabinet.
