Born Vyacheslav Yevgenyevich Pozgalyov in Pyongyang on November 15, 1946, he was raised in the Far East and in Cherepovets in Vologda Oblast. He became mayor of Cherepovets before being elected governor in 1996, a post he held until 2011.
