Born on November 9, 1960, he studied music and conducting at the University of Music and Performing Arts Mannheim and later focused on historically informed performance practice at the Salzburg Mozarteum under Nikolaus Harnoncourt. He also attended master classes with Leonard Bernstein at the Schleswig-Holstein Music Festival.

Fey founded the Heidelberger Motetenchor in 1985 while still a student, formed the Schlierbach Chamber Orchestra in 1987, and went on to establish the period-instrument Ensemble La Passione and the Mozart Mannheim Orchestra in 2003.
