Born in Wisbech on February 27, 1942, he began his career with Charlton Athletic after joining from non-League Gorleston in 1958 and turning professional the following year. He made 151 league appearances for the club and served as captain during an eight-year spell at The Valley before moving to Wolverhampton Wanderers in 1966.

Bailey also played for Hereford United and the Minnesota Kicks in the North American Soccer League, and represented England twice. He later went into management, working with clubs in England and overseas.
