A native of Sayama, Saitama, and a graduate of Kawagoe Sogo High School, he entered elected politics in 1979 with a seat in the Saitama Prefectural Assembly, where he served two terms. He later became mayor of Sayama in 1986 and held that office for two terms before winning a seat in the House of Representatives in 1996.
Ono, who was a member of the Liberal Democratic Party, also served in the national legislature from 1996 to 2009 and held the post of deputy chief cabinet secretary from 2007 to 2008.
