Born Chen Jiyuan on August 1, 1933, he was from Xing County in Shanxi Province and became known as an authority on missile and rocket control technology, as well as aerospace system engineering and management. He graduated from Bauman Moscow State Technical University in 1960 with a specialization in automated control and went on to work at the Second Branch of the Fifth Academy of the Ministry of National Defense.
He was also identified in official records as a politician and received the Theodore von Kármán Award.
