Born in Třebíč on December 18, 1942, he trained at Charles University and worked as a physician, researcher, psychiatrist and sexologist before entering politics. He served as a member of the Czech Chamber of Deputies from 1996 to 2004 and then represented the Civic Democratic Party in the European Parliament from 2004 to 2009, where he sat on the Committee on Legal Affairs.
Zvěřina was also involved in the 2009 European Parliament election, but he was not returned to the assembly. He died in Tábor.
