He played for Huracán, Unión Española and the Paraguay national team, including at the Copa América 1963. Zárate also played in clubs in Paraguay, Argentina and Chile.
He began his managerial career in 1974, later coaching Coquimbo Unido with Enrique Hormazábal in 1976. He served as assistant to Cayetano Ré at Guaraní in the 1984 season, when the club won the Paraguayan championship, and later led teams in Paraguay’s second level and regional sides until 2000.
