Born in Heidelberg on September 25, 1933, he studied at the Ludwig Maximilian University of Munich and the University of Bonn before serving as director of the Bibliotheca Hertziana in Rome. He was the son of composer Gerhard Frommel and the grandson of theologian Otto Frommel.
Frommel was married to fellow art historian Sabine Frommel and was a member of the Accademia dei Lincei and the Accademia di San Luca. In 1999, he was named a Grand Officer of the Order of Merit of the Italian Republic.
