Born John Christopher Richard Williams on May 22, 1936, he was educated at Manchester Grammar School and Manchester University and ordained in 1960. He began his career as a curate in Stretford before emigrating to Canada, where he became missionary at Sugluk.
He later served as Archdeacon of The Keewatin and Rector of Yellowknife. In 1987, he was ordained to the episcopate as suffragan bishop of the Diocese of Arctic, and in 1990 became coadjutor bishop and then diocesan bishop.
