Known also as Vladimir Ivanovich Lakeev, he was born in Moscow on August 13, 1949, and studied at Lomonosov Moscow State University. Lakeev served in CPSU party work from 1984, including as an instructor and later as deputy head and head of the ideological department of the Kirov district committee in Moscow.

From 1991 he was involved in the resistance movement against the bourgeois counter-revolution, became one of the leaders of the Moscow Committee of the Russian Communist Workers’ Party, and sat on the political council of Working Russia. He later served as a secretary of the Moscow City Committee of the Communist Party of the Russian Federation from 1994 and as its second secretary from 2000, and was First Secretary of the Central Committee of the United Communist Party in Russia.
