Born in Santos on September 29, 1944, she worked as a teacher and professor and was also a lawyer. A member of the Workers’ Party, she held elected office in Santos and represented São Paulo as a state and federal deputy.
Her parliamentary service included the years 1995 to 2007 and 2011. In Santos, she served as a councilwoman before becoming mayor, a post she held from 1989 to 1992; she later returned to the city council and remained a councilor until her death. During her first term as mayor, de Souza took an action that became part of Brazil’s history of psychiatric reform: on May 3, 1989, she decreed an intervention at Casa de Saúde Anchieta.
