Born in Hamilton County, Ohio, on June 12, 1934, Leis was educated at St. Xavier High School, the College of the Holy Cross, Xavier University and Salmon P. Chase College of Law. He served as Hamilton County prosecutor from 1971 to 1983, as a judge on the Court of Common Pleas from 1983 to 1987, and as county sheriff from 1987 to 2012. Before entering public office, he studied law in night courses and began his legal career as an assistant in the prosecutor’s office.
