Born in Akkurgan in the Uzbek SSR on October 2, 1949, he represented the Soviet Union at the 1976 Summer Olympics in Montreal, where he won silver in the middleweight division after reaching the final. Two years earlier, at the inaugural 1974 World Championships in Havana, he won the world title.

Riskiyev also trained with the Dynamo sports society and was known formally as Rufat Asadovich Riskiyev.
