A Democrat, he represented the chamber from 1975 to 1993 and was first elected in 1974. Born Richard Thomas Mulcahey on March 22, 1935, in Rockford, Illinois, he later earned a bachelor of science degree in history from Wisconsin State University and pursued graduate study at the University of Illinois.
Mulcahey also served in the United States Marine Corps from 1954 to 1956 with the 1st Marine Division before becoming a teacher in Galena and Durand.
