Born in Asunción on August 30, 1950, she became known as a political scientist, lawyer and human rights defender, with a long career as a feminist and civil rights activist. She studied at Heidelberg University in Germany, where she earned a master’s degree in political science in 1979 and worked as a research assistant to Dieter Nohlen.

After returning to Paraguay, she worked with the Paraguayo de Datos NGO until its suppression in 1982 and later helped found the Centro de Documentación e Estudios in 1985. Bareiro was also elected in 2010 to the United Nations Committee on the Elimination of Discrimination against Women, serving from 2011 to 2014, and received the Amanda Rorra Awards.
