Born Joseph Fred Rice on March 25, 1954, in Winnsboro, South Carolina, he earned a bachelor’s degree in business administration from the University of South Carolina in 1976 and graduated from the University of South Carolina School of Law in 1979.
Rice later worked with Ronald Motley on a case involving nuclear fuel rods and practiced with Motley, Loadholdt, Richardson & Poole P.A. In 1998, he represented states in tobacco litigation that ended in a $206 million settlement. He also helped negotiate a proposed $368 billion settlement plan that later collapsed in Congress. In 2003, Rice and Motley founded Motley Rice, a plaintiffs’ litigation firm in Mount Pleasant, South Carolina.
