Born on November 23, 1985, in Glazov, he competed under the Lithuanian name Jevgenijus Šuklinas and became one of his country’s leading canoe sprinters. He was world junior champion in 2003 and won four bronze medals in the C-1 200 metres at the ICF Canoe Sprint World Championships, adding European titles in 2007, 2010 and 2013.

A graduate of Mykolas Romeris University, Shuklin later moved into politics after his sporting career.
