Born on March 24, 1970, she served as a three-term member of the Goa Legislative Assembly, representing the Taleigao constituency from 2012. She was appointed a Cabinet Minister in July 2019, with responsibility for Revenue, IT, Labour and Employment, under Chief Minister Pramod Sawant.
Monserrate was the first woman MLA elected from Taleigao and the only woman minister in Sawant’s cabinet. She was also among the ten members of the Indian National Congress who joined the Bharatiya Janata Party in July 2019.
