Born in Roubaix on October 31, 1941, during the German occupation of France, he graduated from the École nationale d’administration and built his career in the Ministry of Foreign Affairs. His diplomatic assignments included the United Arab Emirates and Iran, as well as Russia and Algeria.

He served as France’s ambassador to Russia from 1996 to 2000, then took up the ambassadorship in Algeria from 2000 to 2002.
