Washington’s first Filipina American female lawyer, she became the first minority female to serve on the Seattle City Council in 1978 after being appointed to fill the seat left vacant by Phyllis Lamphere. Sibonga later won election to the council in 1979 and served until 1992, when she did not seek reelection.
